Initially the terms meant "to post content to a blog". But blogging is not just adding content to one's blog. It is much more than that.
A blogger blogs whenever he posts an article, updates his blog, answers to comments posted by visitors or analyse his blog statistics while drinking a cup of tea.
In fact, "blogging" refers to the entire process dealing with blog publication.
