An MCSE is a Microsoft Certified Systems Engineer. They are certified according to Microsoft standards to work in networking areas and operating systems. It demonstrates that the candidate can design, implement and administer networking solutions for business problems based on knowledge related to Windows Servers.
To become a Microsoft MCSE, candidates must take a number of exams, seven for Windows Server 2003, including networking systems, client operating systems, design and elective exams, and seven for Window 2000 Server.
To stay up-to-date, individuals must re-certify whenever a new operating system comes out. Another certification is that the MCSA was created for individuals whose jobs don’t require them to design or build infrastructures, but just maintain them. This is considered lower level certification than the MCSE however, or taking extra certification exams for the MCSE if they’re not necessary is not practical.
