Plan in advance

One of the things you can do to save money is to plan your Mexican cruise in advance. Most cruise ships offer early saver discounts so you can save quite a bit of money on your cabin and cruise. In fact, most will adjust your bill if the price goes down after you've already scheduled. You can typically put down a deposit on your cruise and then make payments up to about 30 days before the cruise.
Street vendor deals
Cruises to Mexico also include tours and shore excursions. While it is safer and more dependable to book your tours and shore excursions through the ship, if you are looking to save money you can wait till you arrive in Mexico and get a much cheaper price from street vendors.
Time management
The only caveat is that you will need to be sure that you can make it back to the ship on time because if it is a shore excursion booked through the ship and it runs late, they'll wait for you.
