Not always, this is why you have to read. If there is no one else in your area on the line or in the network to accept calls, you will be connected to someone else. Therefore, in all cases, no, they are not but the chat service is protected because they will disclose it to you, in their terms and conditions.
Are they really single? More than likely, they are. Are they really interested in dating you is the better question. Like the charged adult line, where you can listen to a recording or engage in phone relations with a person of the opposite sex, dating lines are much the same. Not in all cases of course, but a percentage of them engage in having men or women talk with you to entice you pay or etxend the conversation with no intention of meeting you. Why? Because they are paid to do so.
