All meats are low carbohydrate foods. Atkins diet only limits mussels, oysters, organ meats and prohibits the use of meats which have nitrates as a preservative, as they are cancer causing. As you progress on Atkins you are allowed more carbohydrates and then it will become a low carbohydrate diet.
